When Canner is the right call
If you want Canadian ownership and not just a Canadian data-center location, and you want the app, cron and storage on the same platform as the database, Canner fits. Postgres is included from the free plan, you set backup retention yourself, and you can copy backups off-site to your own buckets. Be plain about limits: no HA or automatic failover, one region, and point-in-time recovery restores into a new database.
When PlanetScale still makes sense
PlanetScale is a database company with a performance focus, and it offers HA in Montreal from a low entry price. If the database is the critical piece, you want a 3-node HA setup, and a San Francisco-headquartered vendor meets your requirements, it is a strong choice. It also fits if your app is hosted elsewhere and you only need the database.
